Develop National Copyright Expo Licensing System

Since the 18th CPC National Congress, the Central Committee of the Communist Party of China (CPC) and the State Council have attached great importance to the development of intellectual property (IP), including copyright, and put forward a series of strategies, such as building an innovative nation and developing into an IP powerhouse. According to the 19th CPC National Congress, the nation encourages innovation, strengthens IP creation, protection and use. Several Opinions of the State Council on Accelerating the Development of China into an IP Powerhouse in the New Situation requests that the nation advance its strategy of innovation-driven development and effectively promote IP creation and use. 

 

In order to implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and act on the decisions and plans of the CPC Central Committee and the State Council, National Copyright Administration of China (NCAC) continuously strengthens the creation, protection and use of copyright, relentlessly enhances social services of copyright, improves copyright licensing transaction systems and accelerates the development of copyright industries. In recent years, the NCAC has been energetically advancing the application and value transformation of copyright and working to develop a national copyright expo licensing system, as copyright expos are becoming an important mechanism and platform to demonstrate copyright achievements, stimulate copyright trading and promote copyright transformation. Closely aligned with national development strategy, it elevates the status of copyright. The system, led by China International Copyright Expo launched by the NCAC, and supported by local copyright expos, trade fairs and licensing expos in Qingdao, Shandong, Nanjing, Jiangsu, Dongguan, Guangdong, Chengdu, Sichuan and the Shanghai Free-Trade Zone (FTZ), integrates resources, highlights special characteristics, encourages complementarity and seeks common development. The IP Global Licensing Conference, opened in Beijing, which is hosted by the Alliance of National Copyright Trade Centers, as an important portion of the system. We look forward to joint efforts of all parties to make it a famous brand in China and an authorized brand with global influence. 

 

This year marks the 70th anniversary of the founding of the People’s Republic of China, and a new era for copyright work. Facing new circumstances and missions, we will take on a new look and renew our endeavors. The theme of this conference—Integrity and Innovation, Cooperation for Win-win Outcomes—coincides with the requirement of the new era for renewed endeavors and manifests the trends of copyright development. I would like to take this opportunity to share three of my expectations of copyright expo licensing. First of all, we should stick to the right orientation. The purposes of developing copyright expo licensing are to promote the creation, protection and use of copyright, and fuel the development of copyright industries. We must abide by the Copyright Law and other relevant laws, and uphold the correct political direction, values and cultural development orientation. Secondly, we should stick to innovation-driven development. Copyright expo licensing is new to China. By referencing helpful international experience, we have to seek innovation and engage in aggressive exploration of mechanisms and measures to open up a path of copyright expo licensing featuring common law and Chinese characteristics and glamour. Thirdly, we should stick to a people-oriented approach. Copyright is a sector with prominent social and international characteristics based on high-level expertise. Copyright expo licensing should be forward-looking with broad visions. It should deal with all walks of life both at home and abroad in relation to copyright, take an inclusive approach towards the large group of people engaged in the creation, protection and use of copyright and their target groups, consider copyright professionals as its core competitive edges, nourish the vitality of copyright resources and stimulate the vigor and strength of copyright work. 

 

IP licensing is gathering momentum. Copyright expo licensing, promising huge potential, is emerging right on time. Copyright resources are the cornerstone of socialist market economy, the rigid demand of innovation-driven development, and a standard element of international service trade. They are also the vehicle to carry forward the splendid traditional Chinese culture and meet people’s need for a better life. Developing copyright expo licensing could activate China’s existing rich copyright resources, wield the essential role of market in resource allocation and capitalize on the strength of people working on the creation, protection and use of copyright. We will press ahead with our support for widespread involvement of all social sectors in the development and use of copyright resources, encourage the nation to develop copyright expo licensing and pull efforts together to build a national copyright expo licensing system, in a bid to enable the healthy and fast development of China’s copyright industries and undertaking.
