14th Five-year Plan on the National IP Development Discussed

On September 15, the 4th National IP Expert Advisory Committee was set up and an advanced workshop was held on the national IP development during the 14th Five-year Plan period. CNIPA Commissioner Shen Changyu delivered a speech.

 

Shen first expressed congratulations on the establishment of the Committee and issued letters of appointment to committee members, stressing that they should thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and comprehensively improve their professional level to make greater contributions to building an IP powerhouse and serving the development of the country. He then introduced the latest progress in IP-related top-level design, laws and regulations, management system, IP creation, protection, application and international influence during the 13th Five-year Plan period. Since the 18th CPC National Congress, General Secretary Xi Jinping has made a series of important instructions on China’s IP work and expounded the significance, cardinal principles, objectives and tasks, initiatives and actions as well as key points of IP work, which have provided the fundamental guideline for enhancing capacity and level of IP governance. 

 

Shen also stressed that they should correctly comprehend the new requirements the CPC Central Committee has placed on IP work, the new development stage of China's IP cause, the CPC Central Committee’s new thinking on the development of the country during the 14th Five-year Plan period and its new expectations on theoretical and policy studies in the economic and social fields. Based on these aspects, they should carefully study the key points, difficulties and hot issues in China’s IP development during the 14th Five-year Plan period, and offer in-depth, valuable and insightful advice, in order to solve the question for a new era and support the building of an IP powerhouse.

 

Following General Secretary Xi's instructions, committee members discussed the hot issues and difficulties in China's IP development during the 14th Five-year Plan period, and exchanged ideas on the preparation of the 14th Five-year Plan on the national IP development, the construction of IP protection systems for new business types and new fields and how to promote international IP exchanges.

 

CNIPA Deputy Commissioner Liao Tao said that the Expert Advisory Committee is an influential high-end think tank in China's IP field in the new era. It is hoped that the Committee can fully play its role and strengthen major IP-related theoretical and policy studies in light of the needs of innovative development, thus providing stronger intellectual support for building an IP powerhouse.

 

Xiao Xingwei, Director of the Committee and a former member of CNIPA's Leading Party Members' Group, presided over the workshop and made concluding remarks, making arrangements on forging the Committee into a national high-end think tank in the IP field with Chinese characteristics. Leaders from relevant departments of CNIPA attended.

 

It is learnt that the term of office of the 4th National IP Expert Advisory Committee is three years, with a further expanded scale and optimized structure.
