SIPO Releases the First Report on National Patent Survey

Recently, the State Intellectual Property Office of the P.R.C (SIPO) released The 2015 Report on Patent Survey in China, which was the first time that the SIPO released a report on national patent survey.

 

According to the report, the implementation rate of valid invention patents in China has reached 50%. Among the respondents, enterprises generally have a higher level of patent utilization, while universities and colleges mainly implement their patents via grant license thereof, not forming industrialization. At the present stage, most Chinese patentees are discontented with the protection level of patent in China, and hold the opinion that it should be strengthened. The percentage of patentees having been infringed in recent years, however, has dropped significantly, and patentees now expect the administrative authorities to take more responsibility by becoming the initiator of legal procedures against infringements.

 

Since 2008, the SIPO has been organizing and conducting the annual national patent survey for eight consecutive years. The survey, which covers aspects such as patent creation, patent utilization, patent protection, patent management and patent service, has gathered a large amount of first-hand data. To utilize the result of the survey and to provide better data services to the government's decision making and research on policy, the SIPO has planned to open the patent survey to the public.
